One in 25 drivers does so without cover. In some areas it's as many as one in five. So what does the Government do? It elects to raise the fixed penalty fine for driving without insurance from £200 to £300, plus six rather than three penalty points. In an AA survey of nearly 20,000 people, 81 per cent of people didn't think that was enough, and quite rightly so.
