The catch phrase, "the bad guys have better weapons than we do" has been thrown around for a long time. Retired and veteran SPECOPS open training courses all over. They have real-world experience. You can say that LEO need to be prepared for domestic terrorists and the Cartel. The EPA thugs should concentrate on watching water reservoirs to keep bad guys from dumping bad stuff in them and poisoning everyone. That would be similar to Border Patrol... although I would hope they wouldn't be hobbled like the Border Patrol. The EPA is as bad as the IRS.
