It was a significant problem in the Canadian province of British Columbia until 2005, when a young petrol station attendant, in attempting to stop a “fill and runner”, was run over and killed, being dragged under the car for five miles, all for $12. Public outrage was such that as of February 5 2008, motorists in the province have been required by law to pay first, then pump.
